Description: Chaque année, il est calculé l'indice de capacité financière des communes, conformément au règlement concernant le calcul de la capacité financière des communes (D 3 05.20). Pour procéder à ce calcul, il est pris en compte 4 indices, dont celui du domaine public à la charge des communes. L'article 6 du règlement précité prévoit que font partie du domaine public les biens qui ont un accès et une utilisation libres, égaux et gratuits. Ils entrent dans la catégorie correspondant à leur affectation principale et pour l'entier de leur surface parcellaire, à l'exception des servitudes qui sont prise en compte pour leur assiette. Il a été définit trois catégories de biens : les parcelles du domaine public communal recensées au cadastre les parcelles assimilées au domaine public de part leur utilisation et leur destination les assiettes des servitudes qui permettent un usage comparable au domaine public communal et dont la commune à la charge de l'entretien
